Jenifer is the Vice President of SWAN in 2019 and will be the President of SWAN in 2020.

Jenifer is the Skagit County District Court Commissioner.  She was appointed to the bench in 2017 following a 20 year career practicing law in the Skagit Valley. She is currently presiding over Mount Vernon Municipal Court after presiding in the Anacortes Municipal Court for the past two years.

Jenifer serves the community as an active member of Skagit Rotary, as a Trustee for Hospice of the Northwest Foundation (where she also serves on the Finance Committee) as well as being the membership chair for the board of Skagit Women in Business (SWIB).

One of the passions Jenifer shares with other SWAN board members is a love for mentoring and creating a legacy of mentorship for women in Skagit County.

Commissioner Howson is in the process of creating treatment/solution based therapeutic courts in our communities after establishing one of the first driver’s licensing clinic in the State. These innovative approaches to the justice system she hopes will better address current law and justice issues throughout the Valley while also addressing accountability.

Jenifer lives with her husband Roy in Mount Vernon. She enjoys golf, gardening, travel and hiking and is an avid baseball fan and sports photographer.
